The Dem won more primary votes. Can he flip a seat the GOP has held for decades?

Democrat challenger Pete Barca got more votes in the primary than incumbent U.S. Rep. Bryan Steil. But that “victory” in the 1st Congressional District comes with major caveats, experts say.

The 1st Congressional District in southeastern Wisconsin, in green, was tweaked before the 2022 election to make it more competitive, though it still favors Republicans, experts say.
