“No one (other than the Republican legislators themselves) really knows what the Republican strategy was in the last congressional redistricting. However, it appears that the plan was to pack as many Democratic voters into the three obvious Democratic congressional districts as possible, and make the other five districts safe Republican districts. This would maintain the three/five Democratic/Republican split.
“The 4th Congressional District became slightly more Democratic by dropping the south suburban city of West Allis, which was once solidly Democratic, but now trends more Republican, and adding the north shore suburbs of Shorewood, Whitefish Bay, Fox Point and Brown Deer, which have trended more Democratic in recent years.”
