“No one (other than the Republican legislators themselves) really knows what the Republican strategy was in the last congressional redistricting. However, it appears that the plan was to pack as many Democratic voters into the three obvious Democratic congressional districts as possible, and make the other five districts safe Republican districts. This would maintain the three/five Democratic/Republican split.
