A majority of the U.S. populace favors ending daylight saving. Wisconsin began the practice in 1957 after a statewide referendum.

Are kids walking to school in the dark a good idea?

This is ending daylight savings time. Standard time (which is currently in effect in the winter months) would be the rule year long. Winter walks to school would remain unchanged. This would make sunrise and sunset occur earlier in the day in the summer months.

I think that if you asked the general population of the state, you would find out that they would enjoy making daylight savings time permanent. The daylight in the spring and summer months in the evening is greatly appreaciated. Not many people would appreciate the sun being up at 4 am other maybe fishermen.
